can't start latest obs build in Win 8.1

Hello,

New to here. wondering how to fix this problem? It's my laptop and still running Windows 8.1. Please take a look my attached screenshot.

I thought that's my PC didn't have Python or sth. After installed the latest version of Python, it still doesn't work.

Any of this two solutions works:

1. update to windows 10
2. uninstall OBS 28 and reinstall OBS 27.2.4

As it's stated on the update release notes (the fancy popup) and in the download page, OBS 28 only works on windows 10 or 11.
