Can't set bitrate with AMD Encoder

I'm unable to set the target bitrate in OBS Studio. It seems like it's a software bug, but I'm not sure. This works if I use the StreamLabs OBS version, but I'd rather use OBS Studio...

Stream Settings:
H264/AVC Encoder (AMD Adv. Media Framework)
Preset: Twitch Streaming
Quality: Quality
Pre-Pass Mode: Disable
Target Bitrate: 1 (I can only set it to 0 or 1, either by entering it directly or increasing it by the buttons on the left)

Recently bought an rx 5600 xt. im having the same problem. cant seem to change the target bitrate under advanced in output settings. please help.
