Cant set bit rate ON AVC encoder

Hi there. Recently I I noticed obs just not let me write any number in bar with bit rate when I choose h264AVC(amd encoder). Only number I manage to set is 0 or 1 if you pushing up or down keys near bar...
Also if you trying to stream with 0 or 1 obs trying use my max upload speed as bit rate number and if ai try to watch my stream it not even showing and saying there is problem... on twitch player.
Any sugestion?

I have the same problem on the 6800 card - the latest driver.
I can't lower it below - old drivers do not support 6800
WHAT TO DO!? :)

I just came back to old trusty 20.4.2 drivers and for some reason everything working even better then before, also gpu stream bit rate unlocked again... Yea amd drivers imrpved, but still execute is still pure shit. Most driver updates its just new game added suport and gample with freesync( it will be broken on this version or not)...
