Bug Report Can't run 720p60 or 1080p30 in OBS, could in FFSplit

First, specs:
i7-3770K @3.9GHz
8GB DDR3 1600
GeForce GTX 670
5Mbit upload

I should clarify and say that I can stream 1080p30, but my League of Legends FPS is 20-30 whereas with FFSplit I got 60-80. Similarly, streaming at 720p60 I get 35-50 with OBS and 80-100 in FFSplit and the stream FPS drops from 60 to somewhere around 45 after a few minutes. I keep seeing all these people saying they're streaming at these resolution/FPS combos with lesser systems and I'm wondering what's going on with me. My settings are:

Quality Balance: 8
Bitrate/Buffer: 3350
Audio: AAC/128
Aero disabled
x264 preset: veryfast

I'm doing monitor capture because the LoL client only runs during games and I'm running LoL borderless.

Edit: So I'm doing a test stream and few things I've noticed:
-My stream FPS falls to 42-46 only when the game is in the foreground, 55-60 otherwise
-I haven't seen the bitrate go over 1800ish even though it's set above 3000
-My CPU usage is sitting at 35-50% on all 4 cores, with OBS averaging about 10% and LoL client averaging 6% usage
-CPU is not running at 3.9GHz, according to log it is at 3.5GHz.

What I'm wondering is why the hell is everything running so slow when it's not even using half my CPU. It's like it's not even trying to run at full speed. This goes for both LoL and OBS.

Edit2: So I decided to try the 32-bit version just for the hell of it. I can stream 1080p 60 FPS, no problems whatsoever. Why is the 64-bit version so messed up?

Basically, there is not much difference between 32 and 64-bit versions except that you can use more memory on 64-bit. Have you tried using Game Capture source instead of software capture? It's a lot faster. Could you post a log too? What operating system are you using?

Make 2 Scenes, One with just captering the desktop for when you are in que, and one with Game Capture for when you are about to go ingame. Game Capture works perfect with League, i only have about 10% fps drop with 1080p/30 and 720p/60.
You just switch between these two scenes and your are good to go.

EDIT: you seem to have fixed it :)

I figured the 64-bit version should be faster, so I never even tried the 32-bit one until yesterday. For whatever reason it just runs like crap for me.
 
you want to use "game capture" trust me , it is whole different world! You won't even notice that you are streaming!

with an i7 3770k and a gtx 670 you should have no trouble whatsoever streaming league of legends in 1080p BUT Game Capture its where it is at!!!!!!
