Can't record high fps properly

Ok so I use OBS for recording games and in the game specifically that I play almost all of the youtubers even the small ones always record in a really high framte, usually above 240 sometimes up to 480 fps, but for some reason, when I record above 165, the recording glitches out like crazy, my monitor refresh rate is only 165 but it shouldn't make a difference as I've seen some people literally recording in 720 fps. When I try recording higher than 165 fps I can tell that the recording is actually indeed in that high of an fps however the file bugs out, with random frame freezes, and extreme screen tearing.
I can't upload the file as the combination of 1080p and 360 fps is too much too upload but it doesn't matter all that matters is it screen tears for me. I have all my obs settings copied from a youtuber that is able to record in high fps so idk if it's my settings or smth.

1- Your pc is low-end...
2- for recordings it does not make any sense to do it at more than 60 fps ... and it is recommended to use Rate Control: CQP, CQ Level: 22.

Recording above 60fps is unsupported and entirely at-your-own-risk.
I also really want to slap the idiots on YouTube recommending high-rate recording to new users. Through a wall.
Also seconded, your hardware is very low-end; even with the 1650 taking the encoding task off the plate, there's quite a bit left that's still CPU-dependent.

General advice:
-Disable GameDVR in Windows.
-Run OBS as Administrator.
-Do not EVER record to MP4 directly for any reason. It's not a recording-safe format, and causes problems.
-When providing a logfile, make sure that it's from a session where the issue occurred. That one appears to be incomplete, or have been edited as certain information is missing.

lol i just realized i can record at whatever framerate i want the file glitches out because my monitor is 165hz and its trying to show 360hz when i put the file into a video editor or render it its fine

It makes no sense to watch a video at more than 60 fps ... it is not the same as playing games to 60, 144, 360 fps......
PD: you watch cinema and TV movies at 24 fps.
