Question / Help Can't record at 4K at 60 FPS past 10K bitrate with out "High Encoding" on any setting.

So sometime a month or two ago I upgraded from OBS Classic to OBS Stuido, and while I did manage to get my old Classic settings converted to Studio's new system, last month I made 2 major upgrades to my recording and PC setup that vastly expanded my recording and streaming capabilities.

So now I can use DSR to upscale my 1080p monitor to 2K and 4K res, but then I run into a problem.

No mater what setting I use I can't get my bit-rate past 10K without OBS starting to lag out.

Personally I'm not sure why this happens as I have a relatively high spec system considering so as far as most games go let alone any other program.

Here are my system specs:
CPU: i7-4790 (non "K") @3.6GHz (stock speed)

New GPU: Asus Geforce GTX 1070 STRIX OC (at stock speed).

"Current" GPU: Sapphire HD Radeon 7970 OC (at stock speed).

RAM: PNY Anarchy 16GB x2 (32GB) at 2133MHz

HDD: 120GB SSD and 3TB HDD

So is this system "too weak" to record at 4K after all or is there a setting(s) I can change to make OBS record better? I just want to get it to 15-20k bitrate as that seems to be the minimum I can do for the rather slow paced games I play, like Kerbal Space Program, Cities: Skylines, etc. I do play War Thunder and Need for Speed 2015 as well, but I barely get 60 fps at 4K in-game, so I'll only be recording those at 2K.

I'm on a trip atm and I could only bring the old Radeon HD 7970 with me so I won't really be able to test 4K untill i get back on the 26th of August, but if anyone has any ideas please let me know and I'll try them when I get back.

And for the record I DID TRY everything in the "Read this first" post before posting this before I left on my trip. Downscaling fixes it, but I want 4K "native" res.

Also I HAVEN'T tried streaming downscale at 720p while recording at 4K, but I'm pretty sure that would end badly anyway.

Post your OBS log please.
Well the oldest log I have was from the 5th, but the last time I recorded with the GTX 1070 at 4K was the 4th, so I don't have a log for that for some reason. :(
I can upload the log though as it might offer some insight anyway if you want.

Try using NVEnc with your 1070, it should support 4K encoding with 60 fps.
I think I did already, but I'll try it again when I get back from this trip. :)

Well I'm back from my trip, but sadly the problems still persist.

The good news is I don't get high media encoding all the time when recording anymore at least for benchmarks and old games (from 2006 and older) and the fps is constant, but halved from what I see on my screen.
I also decommissioned my old gaming rig recently so I took the Radeon HD 7850 from it to my PC (mainly to add vga for a third monitor) and I can use that for encoding as well.

Sadly none of this can save the fps problems that persist when recording modern 3d games, let alone streaming.

At this point I can't think of anything that would work, so I'll probably just go back to 2K res recording again for everything. So if anyone knows what I can do or at least what's causing the problem, let me know.

Also anyone know how to record multiple different gpu monitors with obs? I have 3 screens and OBS only sees the main one.

Lastly the Radeon HD 7850 only seems to encode at 1080p max. If I set it to any resolution higher than that OBS won't even start recording. I can live with that, but anyone know why it won't work?
