Question / Help Can't manage to get a 60fps recording

RTX 2080
32GB DDR4 3200 RAM

Both of my monitors are 144hz.

Whenever I record I can get 60fps, but when I load into a game it drops and varies itself anywhere from 25 to 50 fps.

I don't see why that would happen. Nothing in my PC should be bottlenecking one or another.
