Looks like your hardware doesn't support DirectX 10, which means you don't meet the minimum requirements to run OBS. That system is too weak to do anything with OBS anyway. You need new hardware.

Micro: Intel Core i3 7100 - 2 Cores - 3.9Ghz - Cache 3Mb
Motherboard: GIGABYTE H110

Micro: Intel Pentium G3250 3.20 GHz

Video: NVIDIA GFORCE 7100 GS

Pentium G3250 CPU says it supports DirectX 11.1

Edit: fixed link https://ark.intel.com/products/83538/Intel-Pentium-Processor-G3250-3M-Cache-3_20-GHz

... But your NVidia graphics card... Only support DirectX 9
http://www.nvidia.com/page/geforce_7100.html

Get rid of your outdated NVidia graphics card and use a newer, built-in intel integrated graphics if possible.

edit: This CPU also have QuickSync encoder if your CPU isn't fast enough. (requires integrated graphics enabled in BIOS/Motherboard settings and driver installed in windows)
