Can't get steam achievements to show on stream

So this is a low importance issue for sure, but if anyone knows how to get the steam overlay to show up consistently on stream, especially achievements themselves, I would appreciate the help.

I do enable third party overlays for everything, but I think the issue is stemming from my use of multiple steam applications. As a vtuber I have to run the game, and vtube studio, plus I run an extra program called stream avatars, all through steam. I think they might be overlapping or overriding each other, achievements will show up on my main monitor, but not on obs or my actual stream, and it's rather difficult to test if any solutions work because I'd have to earn an achievement while fully live to truly test a solution.

Whenever I test by taking screenshots the overlay is working fine, but while live I can't ever seem to get achievements to pop so that my viewers can see them too, so if anyone has any advice or has had this issue before I'd appreciate any help, thanks.
 
yeah when doing game capture using other programs d3dgear. things like black screens and message boxes would frequently get ignored by the program. im not entirely sure why. maybe you should post a feature request on github or something. on the other hand I think display capture may actually do what your looking for or you could put your computer through a capture card.

Unfortunately screen cap is risky for me because i switch around often and it might show sensitive info. Even if I crop it that's still a risk, plus it would look strange most of the time, unless i messed around with the overlapping, you know what i might look into that.

I've discovered something about this problem ! My achievements are actually popping, but they're popping in Vtube studio, and Vtube studio is making them transparent ! I finally noticed an achievement pop showed up as a transparent box covering my avatar a little bit and showing what was behind it for a few seconds !

So I've started asking vstudio for help, but I'd still appreciate anyone else who has ideas !

The achievement popop seems to be drawn by the Steam overlay.
You run multiple steam apps that all have their own Steam overlay within that app's main window.
Find out which of the overlays will actually draw the achievement popup. The one for the game where the achievement is won? Or randomly some other? Or all?
There is a setting for each Steam app to show the Steam overlay or not (Steam library, right-click a game->properties->show steam overlay in game. May be, if you disable all overlays except the one for your game, the achievement is forced to appear in that game's overlay and nowhere else.
