1. Upgrade to Studio.
2. Don't use NVENC to stream. Use x264.
3. Set your scaled resolution to 1280x720, or if your CPU can't keep up then 960x540.
4. Set your fps to 30
5. Use about 2500kbps for the Video.

Now please keep in mind that most speed tests are absolutely useless for figuring out if your internet connection is reliable enough and/or high bandwidth enough to stream video. I don't know of any Youtube speedtesters, but if you create a Twitch account and use the Twitchtester, you should get a good idea of what your max bitrate can be.

Use the Twitch Bandwidth Test to find the best Twitch server to stream to. You can also click the Share Result button to upload a screenshot to Imgur, which can then be copied and pasted here. Get TwitchTest from http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester

Okay, then you should be able to stream to Youtube at up to (maybe over) 5000kbps.

The limiting factor is your CPU (it's rather weak), so keep the resolution down, but you can increase your bitrate if want to. Just keep in mind that the higher the bitrate the more likely an interruption/spike in internet usage will cause buffering for your viewers.
