Question / Help Cant figured out the correct settings fo BD

Hi. So I just bought a new pc for gaming+streaming and i've got a problem to get a good quality of stream in Black Desert game.

PC:Case: Case SilentiumPC Gladius M35
Motherboard: MSI B150 GAMING M3
CPU: Intel Core i7-6700 3,4 GHz
Ram: Kingston 2x8GB DDR4 2133MHz CL14
GPU: MSI GTX 970 GAMING 4G
HDD: WD Caviar Blue WD10EZEX, 3,5" SATAIII, 64MB - 1TB
PSU: EVGA SuperNOVA 550 G2, 80+ Gold, 550W

Internet connection: 32/6Mbit

When i stream The Division with obs settings: 2650bitrate, 720p, 60fps, Lanczos filter, Faster CPU preset. It looks really good as you can see here: https://www.twitch.tv/scurrface/v/54217169

But when i try to stream Black Desert with this settings or even a bit better. It just looks much worse and i still can't get a proper settings for my OBS.

Does anyone know how can i achiev to my stream looks better in BD? ...

720p 30fps.
60fps needs between 50% and 100% more bitrate to maintain picture quality.
