Question / Help Can't figure dropped frames issue. Did not have this problem prior to outage and stream/OBS crash

Hey, guys. This is my first post, as I've been able to solve most problems on my own so far. As the titale says, I recently had a power outage during a storm and it crashed my computer, wiping all of the OBS scenes and presets I had saved. I had to reinstall OBS and manually reenter everything, and ever since then, I've experienced a choppy framerate, even though OBS says no frames are being lost.

I've tried to remember everything I did in my reconfiguration, but for the the sake of thoroughness, I'm assuming I just became impatient and allowed OBS to autodetect my ideal settings. My computer is very powerful, so obviously that can cause issues with what I'm actually allowed to stream to twitch without a partnership. I've spent a good deal of time trying to figure this out, but am not able to pinpoint. Any help would be much appreciated.

Of note: last night while investigating, i noticed that the capture runs choppy even while in the OBS window, and not simply on the stream itself. it says there are no frames being lost at the bottom. I also changed

My Setup: i7 4790k
Asus MAximus VII
(2) NVidia GeForce Titan Black GPU
32gb Ram

I use an elgato hd60 capture card, and have both the computer and consoles (ps4, xb1, wii U) running to a 55 inch Sony Bravia "4K". Not trying to gear whore so much as I'm trying to include as much info as possible.
