Cant Change bit rate

im triying to use my graphics card encoder (AMD) and in the advanced settings i cant change the bit rate to any number except for 0 and 1, is this a bug or not? i added an image so you can see what i mean

It is that if it says Bits, it is because it is only BITs, The bit, in other words, is a digit. Unlike the decimal system, which uses ten digits (0, 1, 2, 3, 4, 5, 6, 7, 8, and 9), the binary system appeals to only two (0 and 1). A bit, therefore, can represent one of these two values (0 or 1).

Downgrade to the August AMD drivers an it will work again looks like a bug in the AMD drive but cant say why i didnt have an AMD card to test it! this problem have many people

I downgraded my drivers yesterday after i posted this and its working now. It was an amd problem. Thanks :D
