Question / Help Can't activate Runtime

Hi - I'm running Windows 10, have uninstalled and reinstalled numerous times, but can't get it to work. When I click on the folders listed in Runtime, they can't be found. I find them in my programs file, but they're simply .pdf's. The app seems to be missing. When I open OBS, there's no NDI options under tools, and no video devices found. It's as though I never downloaded it at all. I can't seem to download a different version, other than the most recent 4.9.1 Any help? Thanks!

Well, video and audio are now coming in, though I'm not able to access or select it through the tools drop-down. So ... it seems like it's working, but it's not acting like I've been told it will ...
