I've downloaded the eos webcam software, connected camera and whatever my camera is pointing at displays in the eos webcam app. However when I open obs and select window capture the eos is not showing in the dropdown menu. Any suggestions?

Hopefully you understand low resolution limits of the EOS webcam util for older USB2 cameras
Window capture is wrong thing to use in this scenario, the whole point of the util is to create video camera input, for various apps, ie act like USB webcam. So you want to use Video Input Device
You could use Windows capture and select the App window... but you don't want to do that (test and you should quickly see why)

Standard troubleshooting
- have you got the EOS webcam utility s/w working outside of OBS? always start there.
Use any other software to check canon webcam video ... like Zoom, Skype, Teams, FaceTime, etc. Or a native OS tool.

Yup, the eos webcam utility is working fine. I can have what the camera is pointed at into OBS using the window capture tab. The issue I'm having now is that there is a massive lag in OBS. The webcam utility shows fine but viewing it in OBS creates a lag. This is not even livestreaming yet.

There is your problem (mis-configuration)
The whole point of the EOS utility is to create a USB video input. Turn off (delete once confirmed) that OBS Source Window Capture, instead you should add an OBS Video Capture Device source and select the EOS webcam input (as I mentioned above on the 3rd)
see https://obsproject.com/wiki/Sources-Guide#video-capture-device

Assuming adequate PC processing power and OBS settings, your video lag should go away
