Bug Report Cannot use the AMD Encoder anymore on 21.x branch

Hello there! I'm a happy user of OBS, but recently, I cannot upgrade to the 21.x branch anymore, since now it seems that it cannot start the AMD encoder because of my drivers, I got the latest 18.2.1 package from them, as well as the latest chipset drivers (18.10 IIRC). If I use the 20.x versions, the encoder can be used normally.

Still, OBS launches an error telling me to update my drivers, otherwise I cannot use the encoder.

I'm feeling this is a bug, since no matter the drivers, it just says I'm not up to date. I could use the x264 encoder, but the AMD one is way faster for me.

My System Specs:
Acer Laptop Aspire E15 E5-553-1786
AMD A12-9700P APU + Radeon R7 Graphics (512 MB)
Windows 10 1703 x64

Here I attach my latest log, clicking on stream or record makes no difference. Seems the log says that is trying to set a bitrate not supported... which is weird taking in mind older OBS can record just fine, even with the latest drivers.

I could, and works, but that's not the point... having the latest drivers I'm supposed to be able to use the AMD Encoder...
Any idea why is this happening since the 21.x release?

If you're having a crash, you are NOT having the exact same issue and should not be hijacking someone else's thread.

Also... why is crashing then? You mean the AMD Encoder, right? because x264 works, but I'm willing to use the GPU for encoding, not the CPU...

Did you switch to x264, then switch back?
What bitrate are you using?
Are you using simple output mode?

Well, it's embarrassing , while messing around with x264 and switching back and forth, I found out what was happening. Seems that, if you upgrade from the 20.x branch to the 21.x branch, your bitrate settings get all messed up, making the desired bitrate setting go to a value or "1" instead of your old setting (In my case, I wanted a bitrate of 500, so I have room for other stuff while streaming). If you restore your desired bitrate back to your desired value, the AMD Encoder works perfectly.

Seems it's still a bug, because I'm certain you shouldn't have this setting changed when you update your software XD, I will leave a screenshot with the setting that is changed when you update.

P.S. Seems the new version also keeps the system tray icon loaded no matter your settings, not really a big issue, but probably someone would find it annoying if they disable the tray icon and it still loads.
