Question / Help Cannot stream above 1000 bitrate, but not dropping frames

I been having this issue where my stream will lag and choppy if I stream above 1000 bitrate. But when I try streaming at 2000 bitrate it will not drop any frames. The games run just fine with no issue. The problem is that streaming at 1000 bitrate gives out quite a pixelated quality, that is not very enjoyable for fast paced games. When I stream at 2000 the quality is just fine enough but will have lag and be choppy - BUT I DO NOT HAVE BUFFERING ON THE STREAM. My computer is just fine and OBS is using only about 20% of my CPU at maximum. So if it is not dropping ANY frames, it stays at 0.0% and never drops, what can be the issue here ? My upload is 5mb by the way, should be enough to stream at 2000 right ? Remember that I do not have buffering on the stream :)
