Cannot open the correct "Configure Video" properties. (capturing VHS video by using video capture card)

Please kindly assist for my problem stated below. Thank you very much in advance.

I have a problem when I am trying to use Easier Cap capture card and OBS Studio to record VHS video to digital file. When I am doing the setting and clicked the "Configure Video", I am expected something like the following. I am just following most tips and setting guides shared by other people found on the internet.

However, I am only getting below which does not have "Video Decoder" and "Video Proc Amp" tabs, so I can not choose between NTSC or PAL.

I am not sure is the above video configuration lead to the problem of the video captured. The video I captured keep on having image problem like below. It keep on having the horizontal flickering lines. Please kindly help to suggest a solution. Thank you very much.

It's probably because it's interlaced. OBS can't record interlaced video and if the resolution isn't set exactly right then it can't deinterlace it either. Analog TV was 525 lines but VHS tape is 240 lines. I have no idea how these things get converted on a VCR or how you record it properly.
