Question / Help Cannot Install OBS without Network Connection

I have a PC that has no network connection on which I would like to install OBS (for software training video screen video capture). I have tried downloading full DirectX installers and the full 32-bit (Win7SP1x86 OS) OBS installer. I installed the DirectX 9.x that is linked on OBS website, but the OBS installer immediately wants internet access to install. Obviously no log file since OBS is not installed yet. How do I get this installed on this stand-alone PC? Any help appreciated.

The OBS installer does not require an internet connection, however it does expect to have the VS 2017 runtimes and UCRT already installed. If those are missing, it will prompt you to install them.
