The error code indicates that it doesn't have the required CPU power to capture for some reason. You may have to start the stream before you start any other programs such as your game and such, but your system is fairly low end for streaming regardless so I'm not sure how well you'd be able to handle a 768p stream. That and your bandwidth is insufficient for that resolution as well, but that's not technically relevant to the error.
