Question / Help cannot connect to server

for some reason, OBS is saying I cant connect to the server I've tried everything possible and its still giving me this error and the twitch bandwidth test is saying failed on the bandwidth part can anyone help at all?

alright thanks for the help it was my antivirus that was causing the issue thanks man

ah crap for some reason the issues popped again and I don't have any antivirus software doing this and I'm pretty sure it's not because of the network administrator
