This is actually an issue on both the "classic" OBS and also the Multi-Platform OBS.
In Windows 10 Apps are now run in windowed instances (as you probably know), and there is actually the possibility to select them in the Window Selection screen. But when adding them to a scene, the app content stays black with no content.
In the multi-platform version the mouse seems to get captured as well, but just leaves behind a flickering trail, the app content is still empty.
I know it wouldn't work in Win8 (because Apps are technically off-screen if I see this right), but this might be different in Win10.
I don't really have a need for it currently, but with the Release of Windows 10 coming closer this might be an issue that could be adressed.
