I'm curious to know if you can record 60 fps gameplay when webcam is only 30 fps, like will it only go to 30 fps because webcam limits it or will the video turn out to be 60 fps but the webcam is still 30 fps. I'm curious because I'm going to be getting some new parts for my computer and want to know if I can make post my videos at 60 fps on Youtube or if I'll be stuck at 30.

Your resulting video/stream has the fps that you set in the settings->video setting. If your video consists of several sources who have different fps, the global fps still apply. In your case, 60 fps. Think this way: internally, OBS has some kind of a canvas, and every source is painted on that canvas. At fixed intervals, the video sources are asked for their current frame. All the frames of all the sources are merged on the canvas according to the scene setup and the composited picture is put out on the video/stream. The interval depends on the fps you set in settings->video.
If one of the sources has not updated its frame, because it has a lower fps, like your web cam, simply the previous picture from that source is painted on the canvas and put out on the video/stream.
