Quake live is so ancient graphics wise, but I can't stream it. It goes fine for like 2 min but then it just starts fps lagging like crazy. In windowed mode it wont start lagging at all though.

TF2 streams perfectly fine at 1600x900 and 3k bitrate (never dips below 150fps but it can go up to my 240fps cap for the most part), quake live on the other hand cant stream at ALL on 1600x900. When i go to 1024x768 its fine for a little bit but then it just starts feeling very FPS laggy.

I have an FX 8320 and 8mb upload according to speedtest.

we have to clear something, fps cant lag...
if your fps drop, its stuttering.
if you have data loss in the internet, its lag.

now tell me if its lagging or you have fps problems, its not clear tbh.

"In online gaming, lag is a noticeable delay between the action of players and the reaction of the server. Although lag may be caused by high latency, it may also occur due to insufficient processing power in the client and/or server."

It's pretty common to refer to FPS stutters as lag, as "lag" isn't isolated to just latency like you're claiming. It was an actual word before the internet lol. Sorry if I wasn't clear though I guess.
