Question / Help Can someone help me

Hello i am having some problems with setting up by obs program,so here is the point a week ago i was on my friends home with my computer now he has a slow upload speed like 300 kps and i streamed 1 game here is the link http://www.twitch.tv/whiskeycro12/b/401909387 that game did go well on,now when i came how with my computer i call my internet provider to set up me a new connection so i can stream and they did it so here is the point i wanna say when i was on my friend home i streamed a game u got the link up and i did not have any lag my ping was nice 60,and now when i try to stream at home eve i go better connection now than my friend i got lag and ping over 150 so i rely don't know what is the problem now so i someone can help me with this problem i would be very thankful
my pc specs are
CPU:AMD ATHLON(TM) II X2 255 PROCESSOR 3.10GZH
MEMORY:2 GB RAM DDR2 800MH
GFX GARD:NVIDIA 8800 GTS WITH 648 MB
MY UPLOAD SPEED IS BETWEEN. 500-800 KPS

so i someone can help me with this i would be glad if u need more information post here and i will replay

Yeah, your hardware isn't ideal to be streaming anything, really... Same with your connection.

At best, you may be able to get 360p/240p on 400kbps with your setup, but it will look horrible...
