Can someone explain to me what bitrate/quality Projector mode is?

I'm streaming 1080p60 at 5500KBps. It looks okay, but not great but that's not important here.

When I do projector mode to an external TV the picture looks worlds better than my live stream.

Is Projector mode an uncompressed quality? Is it basically skipping whatever encoding is happening on OBS and just showing whatever my blackmagic minirecorder is bringing in?

Yes, Projector Mode in OBS bypasses the encoding process and displays the raw, uncompressed video feed directly from your Blackmagic Mini Recorder. This is why it looks significantly better than your live stream, which is compressed (at 5500 Kbps in your case) for broadcasting.

If I am rescaling the output of the livestream to 1280x720 will the projector output still be pushing out 1920x1080 if that's my original view?

I believe the projector comes directly from the canvas. The scaled output size is an encoder thing, so nothing else is affected by it.

That said though, the projector will scale independently, to fit wherever it is, whether that's fullscreen somewhere, or windowed with a reduced size, or whatever.
