Can .png still be rendered at a smaller size than OBS Base and Output size?

For my 1920x1080 screen/stream, should all my still assets be rendered at that resolution.
Or, if the asset is a smaller png graphic, can I create it at a smaller size and not create more work for OBS or should it still be rendered in a 1920x1080 frame ?
