No, not really. You can use Windows task scheduler to start OBS on user login or on a schedule, with a command line to immediately start streaming. See https://obsproject.com/wiki/Launch-Parameters
However, OBS isn't designed for unattended noninteractive streaming. Ffmpeg as command line tool is better suited for automation.
