Can no longer record 4K, what happened?

I have a 4k monitor, actually pretty new and the previous one was also a samsung 4k, not sure if that's when the change happened.

I used to be able to output to 4K with a display capture. Now it's only about 3/4 of the screen in the preview, and if I got into settings>video, the Base (Canvas) Resolution is at 3072 x 1728, and it doesn't let me type in anything higher.

I did try rebooting, didn't help.

What happened?
 
Looks like I solved it. May be a bug to fix.

I had in the Windows display settings, the text size to 125%. I had independently tried creating a new scent, and also changing text size to 100% prevously but those didn't solve it individually.

What I did this time was change text size to 100% then create a new scene and it fixed it.
