Older system, likely won't be amazing but should be workable. 720p@30fps, 2000kbps, x264 Veryfast is the default starting point for non-Partnered Twitch streaming. With that CPU you may have to drop to 480p@30. RAM is also a bit low, but probably will work.

If you do get a new machine, Intel i5 or i7 is recommended. Avoid AMD APUs like the plague.

To have faster dual channel RAM, use equal size RAM on both slots.

FX-4130 might be able to stream or record 720p 30 fps at "VeryFast" preset, or play game, but probably not both at the same time unless reducing to 480p or 15 fps. Faster CPU will help.

Your motherboard may have an option to change CPU to a faster FX-8350 or other FX CPU with 8 threads 4 modules. This is the cheap path to go with if limited budget is a problem.
