Basically yes, it's too weak. OBS is a CPU program, even streaming at 480p 30fps you'd run into issues coz of that processor.

What's your price range and stream wants?

720p 60fps?
1080p 60fps?

$800, $1,000, $1,500, $2,000, $3,000+?
The website I'll build it on is what I used for my current PC i got 2 days ago, and it's pretty cheap. They also offer really good financing if your credit isn't that good. (Try to keep it under $2,500 coz that's overkill)

Actually, just play around with this

Pick a 7700k 4.2GHz processor. This particular build is reasonable considering they'll build it for you, and install an Elgato HD60 Pro for you.

Otherwise don't use their namebrand Ironside PC's, use their "customize PC" option and pick a cheaper one, or pick a "Grunt" from their namebrand, but I believe those are dual core i5's.

The higher the GHz the better homie.
