Can I Stream OBS On My Laptop?

Yeah so.. I have 2 laptop.

I already tried my main laptop and it can stream well

Specs:
AMD Dual Core APU (2.7 Ghz.)
Radeon HD 7520g (800Vram)
4GB DDR3

I can stream Roblox really well

My stream settings:

H.264
1366*768 Base Canvas
1280*720 Base Output
20FPS
2500 Bitrate

So I just want to ask if my secondary laptop can stream well just like my main laptop

Here's the specs:

Intel Celeron 1000M (1.80Ghz)
Onboard Intel HD Graphics For Celeron (32mb Vram already tried changing Vram via bios and regedit still cant) Support QuickSync.
4GB RAM

So can I stream on obs with my secondary laptop's specs.If can, recommend me the settings

on booth machines not enough ram 4 gig are the minimum of windows 10
