So , i want to buy a new DSLR , and i want to know if i can use it at full potential !
It have the option to record in 4k, this is meaning that i also can make livestreams in 4k.
The problem is that i use a notebook and the resolution is just 1920x1080 . Can i stream in 4k without buying a 4k monitor too? thanks !

I dont think that OBS supports 4k right now. And the next problem ist the CPU performance needed to encode it. You probably will need a huuuuuuuuuuuge CPU, maybe even two.
So imho the answer is: no (but I'm not 100% sure)

And no, there is no possibility to go up to 4k ;-)

Yes is possibility.
You can set any resolution what you need, Your processor may not have the proper power to encode.

You can probably record directly to flash memory on your camera. No need for OBS for that. For streaming, how do you propose to stream it, assuming you can capture and encode it? Do you have 30Mb/s upload? Who offers 4K streaming services? Who has the bandwidth to watch what you stream?

Seems dubious to me.

Edit: You have a laptop but there's no way it can live-encode 4K video, even if you have the best laptop on the planet. Laptop CPUs simply aren't up to the task. I also don't know of any USB capture devices that can capture 4K video, you'd need a PCIe capture card with a 4 digit USD price tag.
