is there any custom code in the x264 settings that allows you to make it so the local recording is in 720p but the actual live output is in lower quality due to internet constraints?

Both at the same time or? (Don't even think you can do that right now)

If it's one at a time just make 2 profiles and switch between them when you want to record/stream.

depending on your setup and cpu capabilities, what you can do at the moment is run multiple instances of OBS

**** WARNING, SEVERE CPU POWER NEEDED ****
create a shortcut to the obs.exe and append -multi
now to use 2 different profiles/settings you can run one obs.exe also with the -portable option. this way it will use the settings files saved in the obs folder, while the other still uses the ones out of %appdata%
you will have to see how capturing your game two times works, and if it does. and you will probably have to tweak your settings alot to get everything smooth.

Same hotkeys on both instances of OBS should do the trick.
