Question / Help Can I stream 720p 60FPS with my hardware?

GPU: 2x Radeon Saphire HD6970s (with crossfire cable)
CPU :Watercooled AMD FX-8320 8-Core Black Edition 3.5GHz (overclocked to 4.2GHz)
RAM: Corsair Vengeance 16GB
Motherboard: MSI 970A-G43 AM3
PSU: IN WIN Commander III 800W 80+ Gold
Hardrive: 1TB Western Digital Blue

With this beast of a build, I stream, but I have an odd problem when I do, it gets a solid 200FPS and randomly every now and then it will drop to 30 and stutter/screen tear. Not dropping frames in OBS, but in game. Even when i put all the settings in OBS no the lowest it can go, I still notice the FPS drop.

*Not posting a Log because it doesnt show any dropped frames in the log, however I will put screenshots of my settings*

Please post a logfile from a live streaming session. It contains a lot of important information about what is going on on the back end and how you have your scenes and captures set up that we need, not just settings. Settings screenshots are superfluous.

Removing the custom x264 settings is advised. Also, bear in mind that SLI/Crossfire can cause major issues with OBS. Additionally, you should NOT disable Aero. It speeds up Window and Game Captures significantly to have it on, and you should never use Monitor Cap under W7 anyway (can just Game Capture the DWM process) which was the only valid reason/need to turn it off.
