Can i run obs

MY PC is Core i5 650 IGPU and 8gb ram
can i record minecraft bedrock and upload it on youtube
I am able to buy a gt 1030 or gtx 1050 ti as my graphics card
can i record at 720p 30 or 60 fps ??

Possibly I started streaming on a Phenom II b60 3.3GHz, 8Gb RAM, and Radeon R9 270X
It was possible to stream at 720p30 using encoding on the GPU, run my chatbot, web browser for the web interface for the bot, and VLC for some background music
I'd upgrade to the 1050Ti for the encoding
