Can I log into live stream from another computer?

Ok so I have live streaming cameras going from my laptop and OBS.

Is there a way I log in from another computer and have full access?

Uh, not sure what you are asking
The cameras are sending live video feed (via some protocol, there are many possibilities, each with their own nuances) to a computer running OBS. Right?
Now OBS is a compositing tool (ie combine multiple sources into a single video output (Recording and/or Streaming)

So - what do you want 'Full access' to? and what does Full Access even mean.. sorry, you are asking a technical question I'm suspecting in non-technical way using technical terms.

Do you mean remote control the OBS PC? or to take the OBS output, and stream it not only to some common livestream receiver [Content Delivery Networks /CDNs] (ie YouTube, Twitch, Facebook, etc) but also some other system/device locally? If yes to the latter (view OBS output on another local PC), then OBS has something called Projector Mode (I believe, I haven't looked into it, this is from memory, and I believe is often used with something like a HDMI output). There is also a possibility of sending the video signal out via NDI (iirc). And most CNDs receive RTSP traffic, and there is a multi-output plugin, so you could send a copy of that same RTSP output to an alternate destination

So... it depends on what you are asking as to if and how to solve for you request [as best as I can tell]. With some clarity on your part, maybe I can help better?
