can i have the best settings for 2023 obs game recording my specs are bellow

Use Tools / Auto Configuration. The best settings depend entirely on what you want to accomplish.
 
The select recording on the Auto-configuration Wizard. Apply and do NOT change the settings it gives. Restart OBS before testing.
