Can I have OBS record monitor 1 but it being on monitor 2?

I'm getting a second monitor soon and I wondered if I can record my game on monitor 1 but have OBS open on monitor 2 so that I can see if it's recording properly or capturing my voice when it is supposed to since I have been having problems with that recently
 
Sure!
The Screen Capture lets you choose which one, independent of anything else.
The Window Capture follows that window, no matter where it is.
 
The only caution is that depending on the exact specifics of your computer, there can be an issue if you have multiple GPUs (internal GPU with CPU, and a discrete GPU). See FAQ on this site in Help section on black screen (laptop related, iirc)

But, if a desktop with discrete GPU and each monitor plugged into same discrete GPU, having OBS Studio application window on one screen and screen/window/display capture other monitor would be a normal recommended setup
