Question / Help Can I get better quality with 1Mbit?

Hi, I was supposed to get a 40/20 line at my new place, but when I moved here it turned out that I can only get 20/1, I've set ut a computer to stream, and I am wondering if it's possible to get better quality then I have on it atm with only 1 Mbit upload.

My setup:

Gaming rig:
i5-3470
Radeon 7870

Capture rig:
i7-4770K
Avermedia Live Gamer HD


Streaming settings:

Resolution: 1080p downscaled to 720p
Max Bitrate: 800
x264 CPU preset: fast
Filter: Lanczos
FPS: 30

The video is a 1080p 30FPS recording from the Live Gamer HD.

Is this the best quality I can hope for with only 1Mbit upload?

well you could try going even further down with your preset ... just a streaming rig with such powerful cpu might handle medium without a problem gotta try all the presets but theres nothing else to raise your quality much except new isp with a better upload speed :/

Thanks for the reply. Yeah, I even had it running smooth at slow, but after some time it gets very choppy, and the only fix seems to be a reboot both the gaming and streaming rig.

Yeah I seemed to be cursed when it comes to internet. Had been waiting for almost 2 years to ger fiber at my old Place and was suffering with a crappy 2/0.5Mbit line, them 2 weeks after I move they get fiber at my old place.....
