Question / Help Can I even stream to Twitch?

I got the Elgato HD60 and am capturing from my Ps4 to stream to twitch. I got the capture card so I can put overlays and play free music in the background. Using the Ps4, I can stream with the setting Best and my games have no increase in ping or any lag. Best HD causes my ping to go up in game. I want to be able to have a smooth multiplayer to play well as well as stream.

Anyways, no good ISP around and I have 24 down, 3 up. I ran a speed test on my computer and I get like 4.5 up but PS4 I always get 3 up.

My computer specs are

8.00 GB RAM
64-bit OS
Intel Core i7-3630QM CPU @ 2.40 GHz
nVidia GeForce GT 635M and then another Intel 4000 or something.

I think that meets the requirements for Elgato.

Anyways, when I use Elgato software, I get crazy fluctuating ping in multiplayer. If I run under 1600 bitrate, it looks like crap. Words jagged and everything. Running Best on Ps4 looks really nice on twitch and I don't have any multiplayer problems. I downloaded OBS and honestly, all the settings are really confusing. I tried following the twitch examples but I don't know what applies to my situation because I know 3 up isn't great. Can I just not stream with overlays and music on the PC or is there certain settings that will optimize my performance? If not, that's okay, I'll return the capture card. Sorry, I know very little about all of this but am willing to learn.

PS4 "Best" is only 960x540 at about 1500 Kbps, "Best HD" is 1280x720 at about 2400 Kbps, mostly based on downloading my own PS4 stream and looking at Mediainfo that shows average bitrate.

Maybe try different scaled output resolution (960x540) for a low bitrate of 1600 Kbps.

OBS log shows resolution and other stuff. Show us OBS logs?

Well this isn't a problem with your computer hardware at all, using a crossfire gpu will definitely be no drag to your performance well because you are using two good GPU's (GPU - Graphic Card) but this problem you are having would fall into the category or your internet speeds. Now let me tell you internet companies get you at the acronym of Mbs, they say Megabyte but really it stands for Megabit. So see what you are paying for and its speed, if its like lets say my speeds which is 110 Mbs my download speeds would be 13 mbs and upload would be 10 mbs. So then take the results to see what you need to change. My information has no foundation so do not, I mean do not take my words as a guideline to go by.
