Question / Help Can I cleanly stream with these specs?

I've tried multiple different settings but all of them leave me with the same low fps on whatever I'm game capturing. Would appreciate some help.

Your specs are more than enough for streaming.
I do not know anything else about this software, I'm stuck on a few problems too.
