sorry. I'm trying to stream 720p at 30fps however I'm unable to keep a consistent 30fps through my stream. It is dropping down as low at 16/17 and constantly changing frame rate.

Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. Enable vsync or set a reasonable frame rate limit that your GPU can handle without hitting 100% usage. If that's not enough you may also need to turn down some of the video quality options in the game.

ok I have turned on my vsync. is there any other advice or settings that could help the quality and smoothness of my stream?

Nothing else jumps out from your log. The rest of the settings seem fine, it was just your GPU being overloaded.
