Is it possible to run open broadcaster on a laptop then stream from a dif computer.

If you have a compatible capture card/device attached to the laptop, feeding a mirrored copy of your main screen from the gaming PC, then yes. Assuming you mean using the laptop for OBS/encoding, and the other system for gaming. Be aware that very few USB capture devices will work without issues.
