Camera PIxelation and Lag issues

Game of issue: Escape From Tarkov

Issue: My Camera is pixelating and my face looks like slenderman due to it.

My camera: Canon t6i

Specs: Intel i7 9700k
Nvidia RTX 2070 Super
32 gigs ddr4 ram
500 gig ssd

Stream specs: 720p (for this specific log test as I've been trying to figure this shit out)
bitrate: 6000
FPS: 48 (I can handle 1080p and 60 fps but I'm trying to figure out this camera issue.)
Camera Quality is kind of fixed, thinking it may have something to do with it. I can mess with the image quality in the actual camera settings) In this case I had it at an image resolution of 1920x1280

I have exhausted my technical mind and efforts, hope you all can roast me into figuring this out or something, or help.

yes, put it to something like 100.000 and record with your streamencoder and you will see that it is gone.
 
I sincerely doubt that. There has to be something I can do? Is it my Camera, I dont know how people can have the same bitrate as me and stuff with no issue.
 
Bump[. I also have an upload speed of 20 mbps, I hope someoone can maybe provide more insight into whats going on.
 
Also: I have discovered that its also my game, the bitrate lowers from what the stream settings have it to be, I have no idea why considering this.

No it is not, but you ignore everything. But again, you can test it if you increase the bitrate and record instead of stream and check the video after that if it is gone or not.

Different settings and content will result in diferent results.
 
I tested it, you are right, but I figured out it only pertains to one game. Which means that the game, escape from tarkov, requires a huge amount of CPU and GPU usage which strains either encoder I use while also distorting quality because of it.

but i've always had issues with my ISP. i stream at 4500 (used to be 5000) and my camera is 720p.
