The camera is working just fine if I play it on application "Camera" on Windows 10...The camera is lighting(seems working), but is not showing on my OBS STUDIO..PLEASE HELP!

Try to run VirtualDub if possible. There is capture option: File>Capture AVI... then select Device>Name_of_your_cam (DirectShow) - if this directshow chosen, see if preview of the cam appear in the VirtualDub itself. If not - probably you miss something with drivers/accessrights or your cam unsupported. Also, make sure that security software doesn't block your cam (temporary disable it). If cam already in use (Skype, for example) than probably you unable to use it too.

At first, I had no idea what Virtual Dub was...Then I googled it and downloaded it. You're right, the camera HP HD Camera [Fixed] (Direct Show) is just a black screen on Virtual Dub, but I discovered that there is another one called Microsoft WDM Image Capture (Win32) (VFW) that seems to be working on Virtual Dub, but I can't find it on OBS STUDIO. Is it still the driver that I'm missing? Thanks Alot for helping out!

You mean set Windows>Settings>Privacy>Camera>Let apps use my camera: ON ?
Was it disabled by default and cause the problem for you?

WDM Image Capture (Win32) (VFW) devices not supported in current build of the Studio via Video Capture Device.

I'm not sure what caused the problem, it was actually already ON for me, but what fixed it for me was the "Browse my computer for driver software" Then the "Let me pick from a list of device drivers on my computer" then next, picked the USB Video Device, then voila! It started working! Don't know how though, but it did the fix for me. HP Elitebook 8570p, Windows 10.

Windows 10 can reinstall drivers without your knowledge, thats a part of the new update system. That could be the issue here. If your webcam driver was outdated or if windows found something that looks like a new driver, it will try to install it.

Dude you just saved me a ton of headache. I had the exact same problem on my EliteBook 8570w! There must be something about that HP driver that doesn't talk nicely to OBS (or other software either.) I only wish I had read this four hours ago.... Strange that this is still an issue years later...
