Question / Help Camera Capture

I am new to OBS and I had a situation. When I use the camera for streaming using OBS after the stream another app could not use the camera because it was being used by another app and I could not resolve it even after closing OBS. What's the deal here? Anyone?
 
Video device drivers are exclusive. You can't use the same camera in OBS and another app simultaneously.

That is true. But I could not stop using the camera to be used by another app. That is my problem. even closing OBS YouTube could not use the camera.
