Camera Blinking and Flickering

Video Capture device Blinks or Flickers.
(Recordings and Livestream)
Followed trouble shooting page
The OBS Gpu is set to power saving.
I turned Game mode off.
Messed with setting a thousand times, but then put them back on default.
Nothing has worked, I have one scene and one capture device but the camera still blinks and flickers.
Below is my new log file.

try do dont use cromakey on a source best is use a webm file with aphachannel.

"The OBS Gpu is set to power saving."
Why dont set it to powersaving or did you mean powersaving off ?

set the complete power settings in windows to high.

check you USB ports it can be a overloaded USb port how many devices are on the usb ports how long is the cable did you use an cable extension ?

Bitrate of 2500 are very low for an 1080p 30fps stream and you only have an 720p cam so you can stream in 720p

minimum on 720p30
Resolution: 1280x720
Bitrate: 3000 kbps
Rate Control: CBR
Framerate: 25 or 30 fps
Keyframe Interval: 2 seconds
Preset: Quality
B-frames: 2


minimum on 1080p30
Resolution: 1920x1080
Bitrate: 4500 kbps
Rate Control: CBR
Framerate: 25 or 30 fps
Keyframe Interval: 2 seconds
Preset: Quality

Ok, I am doing everything you are telling me to do. I will try again tomorrow. I deleted croma key source I was using. I deleted the intro scene and the Join me for evening worship scene (there’s no need foe them, anymore) I will try again tomorrow.

you can take a screenshot with CTRL + Win + S

then you can select the desktop part
ane this is not a picture of the USB tree viewer its from the device Manager its useless

find the USB port have you an USB-C PORT ? or can you connect a docking station ?

for what did you use this billboard device ?

I use the device as a 2nd monitor because I have multiple windows I teach from while I have obs open on my main screen. I can use my tablet as a 2nd screen wirelessly but that may ahow up on hub 2 also. I don't know. I can try. A wireless display will still need a port. For example. My mouse is completely wireless and it has no dongle but it shows up on port 10 on the device tree view

I removed the display or billboard. I still have the same problem.

I have attached a new log and a new screen shot to show the USB tree view.
You can see that I have no device in any of the ports and I removed the display, but I am still having the same problem. (Blinking and screen blackouts)
The new log will show that I have only one scene and one video capture device.

Not responding. thats the error message I get. this never happened before the update.
