Camera and Capture Card flickering/glitching for one frame regulary

Hi all,

I have issues with my capture devices on OBS. My Logitech Streamcam and my Avermedia Live Gamer Portable 2 sometimes display a glitched/flickering picture for the duration of one frame. I tried everything. Swapping cables, making sure they are not on the same usb controller... Maybe you can help me figure stuff out.

Just curious if you were ever able to find a solution? I am current dealing with this and have been since I switched PC's and nothing I have done has fixed it. I debated trying another webcam which I did recently purchase one and willing to try it soon.
