Question / Help Buggy, Choppy Stream. Can't figure out why

I'm trying to stream using OBS because my xSplit streams were all laggy and wierd. I have been fiddling with the settings of OBS for awhile now and can't figure out why my stream is so choppy! It plays at a steady 30fps but whenever I look at a certain area in the game orjust do something spontaneous it glitches and looks all choppy and bad.

Intel i5 3570k @ 4.1Ghz
EVGA Geforce GTX 660ti
16GB Corsair Dominator RAM @ 1600Mhz
ASUS Maximus V Formula MOBO
Corsair H80 Liquid Cooling

Found the problem. I had CBR turned on because I would usually render with quality CBR in Vegas for YouTube videos. Turns out that streaming with it is a bad idea. Now running a stream at 720p with 60fps. LOVING OBS

Streaming using CBR is actually preferred, something else could have been going on. Were you using CBR+CFR? Definitely post a log from when it wasn't working right.
